PM & other Ministers claim Billions of AUD is allocated to Flood Victims yet some of those affected claim they are yet to receive any.
Are the funds allocated just promises to get votes?

I would think they have to apply to receive the flood victim relief and it would be coordinated through Services Australia. I don't know anyone affected by the floods so I don't know of stories where people didn't receive the funds allocated. I gave to the Australia Unites Red Cross Flood Relief knowing that all the money would go directly to people affected. Again the people may need to fill out a form and apply for the money.
