Are three levels of Govt really necessary?

Am I the only one who thinks we don’t need three levels of Govt? Just be rid of councillors/mayors. Blend the existing LGAs staff and assets into the corresponding state electoral boundaries. We save on councillor salaries and election costs. Why do we need three?
