Ramping and remand

There is a bit of similarities between Ramping at Hospitals and people getting a bond but not criminal charge.
When arriving at a hospital in an ambulance there is a good chance that you may have to wait for quite a while. Depending on what is happening inside and timing. Hugh influx of patients with various degrees of injuries or extreme cases. Finding a suitable bed for the bed to occupy that suits their specific condition.
Now with the criminal side it could be the Remand or holding cells are overcrowded. lack of suitable staff and layers who suggest bonds. no place to put them so send them out into the community
