The most important discussion at the moment is helping the people get back on their feet and back into their homes. If they do not have house insurance it is to late to anything now get them back into their homes and somehow how work out how the issue of home and contents insurance could be worked into either the rates bill or the rent. This money would have to be lodgeed with a central body and if landlords/councils do not pass the money on jail terms should be automatic (or some other form of punsishment)
