I need some help does anyone know how to update an iPhone 4 and update the soft wear I tried so many times but it still doesn't work

It's probably on its last legs.
My old iPad won't update to the new software.
I am afraid it is the built in obsolescence that is a feature of today's technology.
Of course I can still use my old iPAd it is just getting slower and no longer wants to open if I turn it completely off and cannot wrk some of the app's
