I worked for a local council, at a waste transfer station, the site was a total decrease, there was only recycling on motor oil, clean fill, and metals.
nothing on timber, green waste, hard waste (cement-bricks) etc.
my point being is that there is so much waste out there what happened to the saying re-use re- cycle

More work needs to be done maybe working there you could make suggestions?
There are a few places I have heard of that take clean waste carboard, fabric, etc
