I have had numerous phone calls from a company who install and maintain heat recovery systems. I bought a house which had one of these already installed. The last chap told me that if I didn't replace the filter there is a risk of it setting the house on fire. Has anyone else had these problems?

See if you can find a phone number for the manufacturer on the unit and call them and ask what they recommend. If they do suggest the filter is changed they will be able to tell you how often and who is the best person to change it. As for the telephone sales people I usually just put the phone down somewhere and let them talk to themselves until they get the hint that I'm not interested in what they have to say.
