Safety is the concern here and 'stooping to their level' is not necessary. If we try to get out of the way of others that want to speed, hopefully we will keep them calm and therefore make the roads safer; for them and motorists around them. Driving slower than the speed limit just makes things worse. Driving at a CONSTANT speed within the law is all we can do.
I might add a comment about trucks/heavy transport (seeing as others have commented here). Along many of the major highways, heavy transport vehicles often follow too closely. A woman was killed on the Warego Highway, QLD out the front of a family friend's house just the other week. Her car sandwiched between two trucks - the truck behind couldn't stop quickly enough at the roadworks due to tailgating. It is far too common and laws should be enforced.
