The retirement village I live in has a large sign stating" speed limit 10kph (walking pace)" It also has a large sign stating it is private property. It is surprising how many decide to drive through instead of doing a U-Turn if they need to. - Day and Night, even at approx. 3.00am. One contractor doing work on site was banned at the completion of the job because he continuously sped through at normal speed for public side roads. He had already received warnings prior to being banned.
We also had a concrete truck driver who was chatted for speeding. His reply was that he wasn't speeding, he was doing 25. Many living her are old and frail, therefore cannot walk as quickly. There are some corners that you cannot see around in advance.
