Debs, interesting comment. But I don't think it is just city drivers who do it. I live in Melbourne but I drive a fiar bit in the country, it happens there too, but there is no way of knowing if they are country living people or city dwellers. I have expeineced it in large towns like Geelong and Bendigo, small towns, and on the open road. I think it is a symptom of the growing level of impatience seen on our roads and in plenty of other places. And you are absolutely correct, people who do it don't think about the injuries they could cause to the occupants of the car in front if they hit it.
