DRIVERS WHO DON'T PUT ON THEIR LIGHTS EARLY ENOUGH

One of my pet hates is the driver , particularly in a dark car, coming towards me without lights on when it is obviously getting quite dark, and it is time to put lights on . This is a dangerouse situation when people try and pass a slow car and discover a car without lights, and therefore difficult to see, coming towards them,..Do people think that they wear out their lights if they use them too much!!

Drivers seem to have the opinion that if they can see ok they don't need the lights on, in inclimate weather it should be an offence to drive without your lights on as some colours of cars are very hard to see in bad weather or at dusk.
It is an offence to drive with driving/fog lights on when within 200 metres of another vehicle but police for some reason don't seem to enforce it.
As far as indicators are concerned a lot of drivers are of the opinion that they know where they are going and don't think others should know.
