Fords Free loan car.

I had seen a T.V. add that Ford offer a free loan car when yours is in for service. It turns out that when you ask for the free loan car , part of the paper work asks for a $30.00 fee which is non refundable. How can this be a free loan car. Can anyone including Ford explain to me how this offer could pass the truth in advertising laws.
