I;ve asked around why are the fuel prices up and down by up to 12cents at any one time?
Maybe someone can advise me why this happens?

Fuel prices, like most things, fluctuate due to demand. Thus, during the week, you will see prices rising towards and during the weekend, but I believe it's a Tuesday when the prices are meant to be at their lowest. Having said that - the change itself is often not a huge deal, and doesn't lead to a great saving/rip-off at the pump.
